2001 Dodge Van Battery not recieving full charge from NEW a

Volt meter only shows 11 volts making it to the battery. Gauge is indicative of this. At first I thought it was just the alternator but the results are the same when replaced. What mechanism inbetween the alternator and the battery exists that could be malfunctioning?
