im trying to change my spark plugs but my wire boot s on so tight i cant get enough leveridge.to pull them out.theres a metal sleeve around them plus tight area. first tune up in 54000 miles. isthereatool?

There isn't a special tool. All you can do is twist them and then try to see if they will come off. If you can get a pair of pliers in there and use the metal shield as a leverage point, you may be able to pry them off. Other than that, twist and pull.
