1993 Dodge Van POWER STEERING

When the van is running and you try to steering when sitting still it is extremely stiff steering to the left, when you go to the right it's a little easier but still stiff. It makes a air hiss noise when steering to the left. I've checked the pre-load on the steerig box, the belt is fine, power steering fluid is up, no crimps in lines, also the idler arms were changed by someone else and I checked the tightness and it's OK. Need some help which way to proceed.

Is the engine's idle around 900 RPM's? Also, the belt is tight?

If so, it sounds like the pump may be going bad.
