dodge truck wiper removal

i have a 99 dodge 350 diesel dump truck with 60K, the wipers stopped working one cold day. the fuse is good. beneath the black plastic covering the wiper linkage, i can see a bunch of crap, probaly mouse stuff as i found a mouse in the engine compartment last summer.
my problem is i can't figure how to get the wiper arms off so i can remove the black plastic, clean things up and see what's up.
any help?

usually there is a small metal clip at the base of the arm that pops out with a screw driver to unlock it, after that you should be able to use a pry bar to pop them off the mounts. WD40 is often helpful with these types of things to loosen any rust or debris that may be helping to hold it on.
