2001 Dodge Truck Starter turns over but won't crank

When starter is engaged the fuel pump does not operate but when you let off starter the fuel pump will run for about 5 to 10 seconds.

Check the fuel pressure and injection pulses

Checked the pressure going to injector pump and is about 10 psi for about 5 to 10 seconds then shuts off. Pump does not operate or has 0 psi when starter is engaged.
