when i tilt the steering wheel down the headlights goes out but it doesnot effect the highbeams and when i lift the wheel back up the lights comes back on please help

You are putting a strain on the wiring harness in the steering column,the wire(s )are breaking contact at a connecting point when you tilt wheel. Have you smelled any burning plastic? You should probably have steering wheel pulled for safety and best repair results. Tilt wheel down and push on wires as they exit column-do lights come on? Have you had a radio or alarm system put in recently ,possibly a wire was pulled out of place. Don't let this go as all your wiring and vehicle both are at risk of burning up.
