When tilt steering wheel is in upwared position, turn signals, radio and wipers will not work at all. When steering wheel is in fully lowered position all work well. While moving slowly between both position cliccking noise heard and power to these items sporatic.

There must be a loose harness plug or damage to the wiring in the steering column. That is where I would start looking. Because the truck has an air bag, you may want to have a qualified mechanic check it because the steering wheel needs removed. You don't want to deploy the airbag.
