Is it true that on a '98 Ram 1500 the lower ball joints are tack welded to the control arms?
If that is the case, won't I have to purchase new control arms to replace the ball joints, or is there any way to remove the ball joints from the control arms?

For the prices I see, I doubt it, all you need is a ball joint press, autozone rents the tool and refunds the deposit when you return it.
