1998 Dodge Truck Bad o2 sensor?

well i cleaned out my throttle body the other day and it threw a code 02 sensor high voltage bank 1 sensor 2 which if i'm not mistaken means downstream sensor after the catalytic converter. i also ran some sea foam through the brake vacuum the clean the motor out but still no fix what does this code mean?

means that the catalytic convertor has possibly failed or the vehicle is reading too much voltage at the o2 sensor. due to bad convertor or a bad o2 sensor.
