I had the same problem with my 96 dodge. Check the vacuum at the 4wd actuator on the passenger side of the front axle. There is 2 lines that run into a diaphragm, one should have vacuum with the lever in 2wd and the other when its in 4wd. If vacuum is good at both of these lines, take the 4 bolts off that hold the cover on and check the shift fork inside. My shift fork got worn and stuck in the 4wd position evnethough my truck was in 2wd. If this is the case you may need to replace the fork.
