My 1995 Dodge Cummings Diesel 2500 would not turn off with the key, so I killed it. Now it won't start. Suspect starter went to ground? Would that cause it to do this?

Although the starter may possibly be the culprit, it is more likely that you have a faulty ignition switch which is located in the steering column. You can remove and have the starter tested at most auto part stores for free.
