1989 Dodge Truck problems

my truck does not run well in cold or wet weather for the first 30 or 40 mile then it seems to warm up and run fine. acts like it ciuld be running too rich on gas, if it is in the garage runs better. where do I start with repairs Ive changed plugs and wires fule pump, distributor cap, air and fuel filters, what eles could it be?

Check the fuel pressure with and w/o vacuum if its within specs and come back with the readings -we start here
