2006 Dodge Stratus malfunction indicator light

My car would not start this morning and just make a grinding noise when turning it over.
In checking fuses with a tester, only one section lights up. This is the fuse panel inside the car. Is there something that could have caused them to short circuit as I don't believe they are all blown.

There is another fuse panel under the hood. Check and make sure that all fuses, relays, and fusible links are in good order.
