2006 Dodge Stratus check engine light

just bought a used 2006 dodge stratus, the cruise control light comes on but will not set and the check engine light came on. Car will not start, took it back to dealer and was told water is in engine. Are these two problems related

The check engine light and the water in engine are related. Cruise control light being on is separate issue.
