The temperature gauge registers no higher than 1/4 above cool.
The heater only blows warm air when you accelerate.
Is it a thermostat problem or something else?

Yes, sounds like a faulty thermostat.

First, feel your hoses from radiator to ensure they are both getting hot. If only one is hot, this usually indicates that the heater core is clogged or faulty.

If both are hot, suspect faulty thermostat.
