2003 Dodge Stratus problem with car horn

2003 Dodge Stratus 4 cyl Front Wheel Drive Automatic

when car is turned off the horn starts to blow.
battery is also being drained. is there a bad relay?

The relay is where I would start. I believe it is located under the hood in the relay block.
