2003 Dodge Stratus 4 cyl Front Wheel Drive Automatic 116k miles

while driving I heard a noise coming from the rear passenger tire. i sounds like the tire is not connected to the car. I had a friend look at the car while I drove off and they said that it looks like something was shaking under the tire.

It sounds like the tire has a broken or shifted belt. Have it checked by a tire shop.
