In the state of PA, 2/32" is required as a minimum for state inspection. If you don't have a gauge there are two other ways. All tires are made with tread wear bars that are in the tread. THey go from one side to the other. When you hit them, the tires need replaced. Or, take a penny and place lincoln head into the tires tread. If the tread makes it to the top of his head, that is 2/32". I know it sounds funny, but it works.
NOTE: I replace my own tires at 4/32" I don't like driving on tires that are any thinner.
