Can you turn the engine over manually? Have you pulled the starter and taken it to your local parts store to have it tested to find out if it is a bad one or not?

Ok so you didn't answer the question if the engine will turn over manually or by hand? Meaning put a socket on the crank shaft bolt and use a wrench to see if the engine will turn over.

Also did you put the head gaskets on correctly? If not there may be water in the cylinders and this would stop the engine from turning too. To find out pull the spark plugs and see if the engine turns over.

Ok to junk it is up to you but after new heads I think something is just being missed. Now if the car will not turn over with the starter then I would like you to check for power at the S term on the start with key in start position. Let me know what you find and we will go from there.
