2001 Dodge Stratus 4 cyl Two Wheel Drive Automatic

The speedometer quite working, and the transmission will not shift out of low gear. Should I replace the input and output speed sensor on the transmission?

That is where I would start. However, usually a bad speed sensor will kick the check engine light. Has that happened?
