the blower fan only runs on high. I've tried to find a relay but am unable. Could there be a resistor?

yes that is the sign of a bad blower motor resistor. the relay would deal with the blower not working on high but on all the other speeds.
resistor is used to limit the voltage giving the lower speeds.
