2001 Dodge Stratus Air Bag Warning Light

The Air Bag light came on a few weeks ago. The cruise control and horn do not work. I took the cover underneath the steering column off to see if there were any loose wires or connectors. None! When I turn the steering wheel, I can hear a clicking nosie. Is it a loose connection or a fuse issue?
