TCL is traction control. This is an add-on option when you have anti-lock brakes. If the ABS doesn't work, the traction control won't either.
Noticing that the lights turn off while driving is a valuable clue in finding the problem. When the yellow ABS light is on, the system is disabled and you will just have normal brakes. A diagnostic fault code will be memorized in the ABS computer. Your mechanic will connect a hand-held computer called a scanner to retrieve that code. The code doesn't tell him the component that failed; it tells him the circuit or system that has the defect. He will still have to troubleshoot the system.
