2000 Dodge Stratus rack and pinion

a small metal tube on the rack steering unit has rusted and leaks. The garage says the entire rack assembly needs to be replaced for $825....can't they simply replace the metal tube rather than the entire unit?

Are you sure its the tune and not the seal failed filling the boot and tube with the fluid
in this case the rack need to be replaced
have it checked by another locale shop
