1999 Dodge Stratus driver side windshield wipers

The driver side windshield wiper does not work. The motor seems to be fine. The wiper itself easily is moved out of postion when car is shut off. Is something stripped that holds the wiper in place?

Check the tightness of the nut that is holding the wiper arm to the wiper spindle.
