will a 2005 2.4 bolt into a 99 stratus

The engine block will fit from a sedan, not 2005 coupe. But it is not plug and play. 1999 uses separate PCM and TCM, 2005 uses a single PCM/TCM combo. The engine wiring harness is totally different and the transmission even though both years calls for 41TE, the plugs on the transmission are different. You are better off looking for an engine from 1997 through 2000. Those are plug and play.
