That sounds like a bad temperature sensor. It might also have a separate relay for the fan but i'm not positive. The owners manual should have a diagram of the fuses and relays. See if there is two fan relays. If there is swap them temporarily and see if the fan starts working. If it does get a new relay and replace the bad one. If it doesn't start working it's more than likely the sensor that controls the fan.
Edit If it's blowing the fuses now you might have a fan bearing going out. That causes a heavy load on the system from trying to make the fan spin.A short in the wiring or the fan motor will blow the fuses too
