We are tring to start the car and the lights come on but the starter will not turn. It is not making any noise.

You need to make sure the battery has a full charge. Use a voltage tester across battery posts, everything turned off. The generic spec for a full charge is around 12.6 voltage. Check that all battery connections coming and going are clean and tight on all ends.
