1996 Dodge Stratus Steering is slugish and squeals

Steering problem
1996 Dodge Stratus 4 cyl Front Wheel Drive Automatic

Researching for a friend: When the car is started the steering is slugish and there is a squeal from the drive belt. I spray some belt lubricant on it and that takes care of the squeal. The streering improves after I give it some gas and it warms up a little.

What're some possible fixes and troubleshooting steps?

Hi Would install new belt if dressing and temp correct slugish feel then belt is slipping.
