1995 Dodge Stratus failed smog

My car measured at 25mph. 15.2 on CO2 , .2 on O2,
0 on HC, .02 on CO, yet failed measuring 1211 on
NOX. Could this be a EGR problem? It is burning some oil, and sometimes will rough idle and the motor will stop. The rpm needle also will drop to zero
sometimes while I'm driving, yet the car will run ok. The check engine light will come on for a couple minutes, then it turns off and the RPM needle starts to work again. Whats goin on?
