THE CAR HAS BEEN SITTING UP FOR 3 YEARS IT STARTS RIGHT OFF THE BAT. IT WONT IDLE AND IT HESITATE AT HIGH RPM

Check the fuel pressure this will tell you something about the fuel filter/fuel strainer in the fuel tank/fuel pump. If okay-check the idle speed control valve/motor and the EGR valve, throttle position sensor.
