The problem must be in the dimmer switch or the single wire that goes through the firewall to the low beam headlights.
If you don't feel the nice solid click from the dimmer switch, the switch is defective or out of adjustment. If the high beams turn off properly, it's probably working.
One likely place to look is for an overheated contact in the dimmer switch, or an overheated wire and terminal in the switch connector. Before you get too carried away with the diagnosis, did you try two new bulbs of the proper part number? If you only tried one, and it was a used one, it too could be burned out. The correct bulb is # 9004.
