when comming to stop or slow down or in reverse, car idles bad and dies, have changed idle control sensor and idle air control value, still idles bad and dies.

There's no such thing as an "idle control sensor", so I'm not sure what you replaced.

If the battery was recently disconnected or run dead, you must relearn minimum throttle so the engine computer will know when it must be in control of idle speed. You do that by driving at highway speed with the engine warmed up, then coasting for at least seven seconds with out touching the brake or gas pedals.
