1991 Dodge Spirit Rear Wheels lock up.

I have a Dodge Spirit that has been sitting and the rear wheels will sometimes lock up. The emergency brake is not engaged and you can move forward and backward and get the wheels to turn again. I something wrong with the emergency brake or something else. Thanks.
