1991 Dodge Spirit Distributor shaft drive

1991 Dodge Spirit 4 cyl Front Wheel Drive Automatic 239000 km

The distributor shaft does not rotate while cranking the engine. What drives it? Is there a drive gear that can break? Could it be the timing belt? What is the best order of checks to make to determine why the shaft is not rotating?

Remove the valve covers and see if the valves are opening and closing if so check the distributor drive gear
