the fuse is good but i don't have a horn,inteior lights,or lighter.the car is a 1993 dodge shadow,2.2 engine,miles 150,000

are you sure its the right fuse, sometimes they are labeled differently or some fuses you can not tell if they are blown or not. check them all and replace the ones you can not tell by looking.
