1994 Dodge Shadow Wiper Arm Loose - Not moving

The driver side wiper arm does not move when wipers are turned on. The arm can be moved manually. How do you tighten the wiper arm?

IS the mount the are is mounted to moving? If not, there is a problem with the linkage. It is located under the cowl at the base of the windshield. Remove the cowl and see what has come apart.
