1994 Dodge Shadow Surges and missfires

When driving down the road the car intermitinly surges while holding the throttle stedy. It also surges badly if you let off the throttle to quickly. I've ohmed the TPS and have found no dead spots. I also have 5v at the TPS. I checked the spark plugs , wires , cap and rotor. There was carbon build up on all four plugs. I replaced the Injector and the fuel pressure reg. , brand new air filter, all my vacuum lines. I also checked for 5v at the MAP and its there, other then that Im not sure how to check it for proper operation. The Coolant temp sensor also seems to be working fine. Also my fuel comsumption has gone way up. The only code I get from the ECM is oxygen sensor signal input indicates a lean fuel\air ratio condition during engine operation. Can you help me find the problem?
