1994 Dodge Shadow car temp fluctuating

replaced thermostat and radiator cap because temp was getting hot, still happening. car hasn't completely overheated yet and not losing coolant. radiator cap is flip down cap(pressure release). car cools down if you pull over to let it idle though. car does not smoke either

check coolant level to ensure is full, if OK check to see if radiator fan(s) come on properly.
