Engine Mechanical problem
1999 Dodge Ramcharger V8 Four Wheel Drive Manual 110k miles

I have a fully charged battery and the terminals are clean. Sometimes when I turn the key, the truck starts normally. Other times, ther is a rapid clicking or no sound at all. As if the key is not doing anything at all. Is this a starter solenoid problem or...?

Hi:
It sounds like the starter solenoid is bad. I recommend removing it and taking it to a parts store and having them bench test it. The clicking is the solenoid itself. It can't make a good internal connection due to wear.
