1998 Dodge Ramcharger Four Wheel Drive Automatic

The washer fluid does not squirt out and I do not hear the motor in the pump working. How can I tell if it is the pump or the switch on the turn signal arm?

Pop the plug off the washer motor and measure the voltage between the two terminals while a helper presses the washer switch.
