1990 Dodge Ramcharger Stallling out

While driving it seems to run fine but makes a wine noise when i go over 90km but thats not my real issue... the real issue is when I try to come to a stop and put on the brake the truck will completely shut off... the problem is intermited though...
my mechanich is stumped as well any help please?

Has he checked for vacuum leaks?
