1982 Dodge Ramcharger V8 Four Wheel Drive Automatic

when the timing mark is at TDC the number 1 piston is not all the way up. Is it possible the wrong harmonic balancer was put on?

Most likely the rubber bonding between outer ring and inner attached to crank has broken and sliped.
