2006 Dodge Ram clutch cancel will not disengage in cold wea

during the winter months if i go to start it , sometimes the clutch cancel in the pedal to keep it from starting without the clutch in will not disengage. after heating with propane heater or pushing into garage to warm up , it will start. dont know if there is just water in censor or if it is a serisous problem with the clutch
