In the last 4 months my mileage has dropped from 17.5 mpg to 15.5 mpg. I change oil and filters regularly, changed spark plugs and pcv valve last month, had a diagnostic test run with no issues (catylist, O2 sensor good, not missing). The engine sounds good. Would cooler to cold weather have any influence on mileage?

Yes the colder the richer fuel mix needs to be.

If they recently switch to E10 gas in your area that could cause a drop in mpg. I know people noticed ~10% drop here in FL when they switched.
