The selection knob when placed in the floor mode continues to dispell air(heat) thru the Defroster vents.
In all other positions the air is displaced properly. The floor vent above the "HUMP"will not blow air.

The actuators are run by vacuum. Check for vacuum leaks under the dash. With the engine running, you may hear a hissing sound.
