wipers stop 1/3 up the windsheild when switch is off,when wipers are in use they cycle fine,turn them off and they stop 1/3 way up ????

This type of problem is generally associated with a failure of the wiper park switch inside the wiper motor. Since the switch is not serviceable, you'll need to replace the motor.
