2003 Dodge Ram Engine surges while idleing

Hello. My truck has an idle problem. It runs great as long as its moving. Once you stop it starts to surge between 500 and 1000 RPMs. A few minutes of this and it stalls. It starts right back up though. The check engine light has been on for about 2 years now. At first test, it said that it needed a new gas cap. I replaced that. Then it showed that it needed a Crankshaft position sensor. I replaced that. Now it doesn't show any trouble codes yet has been idleing worse and worse. All gauges read good. I just had to replace the thermostat since it was overheating. It has plenty of power at all speeds but will not idle properly. Is this a problem with a sensor? Could it be a faulty ECU?
