1999 Dodge Ram speedomater

The speedomater only starts when i get to about 20 mph , and then is fine. but when i stop when it hits 20 mph it drops immediately to 0? Any help would be appreciated.

Hi:
Have the vehicle speed sensor (VSS) checked on the trans. It sounds like it may be going bad.
