serpentine belt not sitting correctly

when vehicle is running you can see the belt not sitting correctly on the far bottom pully. when vehicle is of it sits correctly.

More than likely your balancer is the issue. This is the pulley that is connected to the crank shaft.

I am attaching the info below to help replace this which is what needs to happen before this breaks or it can damage the engine and then you have a much larger repair.
